Amar,

You may have OPTIMIZER_MODE=RULE, but that doesn't mean that the CBO will never be used. There are many conditions that will override that and force the CBO to be used, such as IOT's and partitioned tables. For a nice flow chart on this see note 66484.1 "Which Optimizer is Used ?" (best viewed by clicking on "Fixed Font" at the top).
