Rick,
have you tried a custom install, and JUST specifying OEM, and all relevant packages - Intelligent Agent, OMS etc?
Failing this you could also just download the 2.2 downlaod package. This will then give you an OEM installation package..

Hi All,
Oracle 8.1.6 on NT 4. I have installed lots of 8.0.5 with the OEM tools
such as data manager,worksheet,etc. However I have installed the entire
8.1.6 EE and the OEM tools are
not installed. Can anyone tell me what I need to do to get tools installed.
SQL*PLUS installs and
of course of I have the DB.
