Urgent! Change Character Set from WE8IS088591 to UTF8

I have a 8.1.6.0.0 database.

What is the best way to change Character Set from WE8ISO8859P1 to UTF8

 from:                             
NLS_CHARACTERSET                             WE8ISO8859P1   

To:                            
NLS_CHARACTERSET                             UTF8
