recovery catalog creation

Dear all

I am trying to create a recovery catalog for RMAN On windows NT
And although I type:
>rman catalog user/user_at_database
>create catalog tablespace "tablepsace";
I recieve a error about TNS and
Service name.
Anyone came accros with something like this?
