I thought that that file was located under Oracle_home\oraxxx\database. At least that's where I have always seen it. Then that init file points to the pfile. Just a thought.

 the init.ora file specified in
%ORACLE_BASE%\ADMIN\[YOUR_SID]\PFILE\INIT.ORA may include a link to real init.ora .Check it if it is realy an init.ora or a file just linking as ifile= C:\..............\initsid.ora to another (real) init.ora
