While starting Oracle DB configuration assistant error pops up

Hi,

I am trying to install Oracle8i(NT CD) on win 2000 machine.I have selected database creation option while installing ,so it tries to start DB configuration Assistant and during this time status shows it is in progress and error comes saying JNLS national charater set not found null pointer exception.
Can I help on this matter.
