It seems their was some problem in lock manager (DLM) cluster software.
Try "startup parallel" instead.

Subject: DB on VMS startup problem
Hi,
we are running a production OPS 7.3.4 on Alpha VMS.
The database was completely hanging yesterday so a reboot of the machine
was
done. The database seems to not have shotdown corerectly and has now a
startup problem:
Whenever I say startup I get a message, I cannot mount instance in
exclusive mode. When I want to shutdown the database command is hanging or
saying that it cannot mount the database at all.
The log and alertfile to not have any specific entry suggesting any
problems with the DB.
As the dba of the databse is on vacation I have to come up weith the
solution. As VMS is not my home platform any help is greatly appreciated.
Please mail me directly as we get the list in digest mode in this problem
meens production stand still in about 3 hours...
