 Who says you can't use SQLPLUS? As long as you connect as internal, sysdba, or sysoper, you can.

Primary : SELECT MAX(sequence#) FROM v$log_history

Standby : SELECT MAX(sequence#) FROM v$log_history

Since standby is only mounted in standby mode, you cannot connect thru sqlplus. But, you can connect internal using svrmgr to query v$log_history.
