Here in Holland it's quite common not to state the salary range. Only government does.

If you go to an interview, you give your expected salary, and the company tries to fit it in.

Of course, if you're not sure the company can give what you expect, you can give them an 'informative' call.

Head-hunters know what a company wants to spend, so if you react to something like OraStaff, they do know the salary-range. You give your expectations, they put it in ther (Oracle?) database.
