For OS monitoring, you might try some of these tools. They're all quite powerful, and configurable, and offer email notification, and many types of monitoring:

NetSaint
http://www.netsaint.org
BigBrother
http://www.bb4.com/
Mon
http://www.kernel.org/software/mon/

For Oracle specific monitoring (a slight plug here...) Karma (0.9.8 just released!!!)
http://www.iheavy.com/karma

And there are other web-based admin tools: OraSnap
http://www.stewartmc.com/oracle/orasnap/ Oracletool
http://vonnieda.org/oracletool/

Standalone DBA tools:
Orac
http://kkitts.com/orac-dba/
Orasoft Applications
