Connectivity Oracle 8i and SQL Server 7.0

I'm trying to connect SQL Server to Oracle 8i. I realize this is more of a Microsoft issue, but hopefully someone here has experienced this, also.

I'm using Microsoft Enterprise Manager to create a Linked Server to Oracle 8i. I'm using the MS OLE DB Provider for Oracle that is included in SQL Server 7.0.

After creating the link when I try to view the tables, I get an alert dialog that reads, "Error 7399: OLE DB provider 'MSDAORA' reported an error."

When I try to use the link in SQL Server Query Analyzer, I get the message,

Server: Msg 7399, Level 16, State 1, Line 1 OLE DB provider 'MSDAORA' reported an error. [OLE/DB provider returned message: ORA-12154: TNS:could not resolve service]

However, I CAN connect to the database using SQL*Plus from the server and the client computers.

I checked the TNSNAMES.ORA file and it appears to be correct.

Does anyone have any suggestions about where I should start looking?

I did find an article at
support.microsoft.com/support/kb/articles/Q244/6/61.asp entitled, "INFO: Microsoft Oracle ODBC Driver and Provider Support Connectivity to Oracle 8i"

It says that the drivers "that are released with MDAC 2.5 have been tested and support connectivity to Oracle 8i. None of the earlier versions of this driver and the provider support this behavior."

Is it ORACLE or MICROSOFT?
