If I dropped a tablespace, can I use flashback to recover this tablespace?

You can't use flashback to recover a tablespace if you didn't PREVIOUSLY put the database in flashback mode.

Now, you have to restore/recover the database up to the time of tablespace was dropped.

I think you had previously on your flashback feature.
Now you can't use flashback feature merely to flashback of individual tablespace.
You have to issue flashback database to flashback the whole database in the point previously to get tablespace back.

No, you can't go back transactions on SYS tables (technically you could but I will not risk anything on this).

In this case, you need to keep the data files of that tablespace, and the online redo logs / archive logs of when you dropped the tablespace. we can extract the tables name and data object id mapping relation from the redo logs to fasten the data recovery.
