Can anyone provide a specific definition of "CHECKSUM", used in a URL and how it can be used?

IN APEX, THIS VALUE IS GENERATED BY APEX TO PREVENT TAMPERING WITH URLS. A URL WITH CHECKSUM HAS THE FOLLOWING FORM:
127.0.0.1:8080/apex/f?p=200:9:2546128677760790::NO::p9_user_name:test&cs=3658F2C0D9A52D3D80206C5943442044A.
THE BOLD VALUE IS A CHECKSUM

So I don't think anyone can provide such value to access restricted pages or data using URLs.
