Listener starts and then stops itself all the time [message #286432]

Getting the following errors in the listener.log when trying to connect with sqlplus from the client or on the server using the listener.
---

TNS-12502: TNS:listener received no CONNECT_DATA from client
07-AUG-2007 09:10:25 * 12502
TNS-12502: TNS:listener received no CONNECT_DATA from client
07-AUG-2007 09:20:25 * 12502
TNS-12502: TNS:listener received no CONNECT_DATA from client

The connects in sqlplus just hangs.

Any help will be appreciated

ORA-12502: TNS:listener received no CONNECT_DATA from client
 *Cause:  No CONNECT_DATA was passed to the listener.
 *Action: Check that the service name resolved from TNSNAMES.ORA has
 the CONNECT_DATA component of the connect descriptor.

I have checked that and its in place. I have seen this solution mention as the action but this is not the case, everything in tnsname is ok

The connections with sqlplus is hanging when you use @<tnsname> to connect.
