what is difference between SCN number obtained
from query====
select dbid,name,resetlogs_change#,resetlogs_time from v$database;
and using package ========
select dbms_flashback.get_system_change_number from dual;
both give diifferent output

but my v$database does not have this column (oracle 9i)

Sorry, in 9i, the only way is dbms_flashback package.
