My Oracle(8.1.7) is Not Install (i.e When double click in setup.exe there is no response)in Windows XP-SP2 Why...
Please Give me solution..

I don't know who Clare is, but I know that ziauldba is NOT Clare.

Just kidding ...

The fact is that there are so called Oracle's Certification Matrices. In there you can check whether your (or any other) combination of Oracle software is certified with some Operating system version.

In your case, you are trying to install (an old) Oracle 8.1.7 onto the MS Windows XP, and those versions are not certified to work with each other. If I'm not wrong, at the moment only 10g is certified and supported on XP (i.e. 9i has been certified, but desupported).

Perhaps you should choose a more recent version of Oracle database to install onto your computer.
