By reading "getting started" document at http://tahiti.oracle.com.
But if you start with Oracle, better start with the latest or at least 10g version than one that is no more supported since last century.

Set the startup type of Oracleservice<dbname> service to 'Auotmatic' in the Services of Administrative Tools

I doubt this is a supported configuration.
XP did not exist when V8.1.5 was released
