What is a "license high water mark". What it does.

This was the maximum number of users connected in the instance and may serve for licensing purpose, if you h ave a license per connected user.

Is there any use of monitoring license High water mark's status if the license_max_session = 0 in the init.ora file.

It is just Oracle internal trace, you don't have to bother about it, just like the list of parameters at startup.
