What is the actual error you are getting?

I suspect that your database is not started.

Post your Oracle Version ?
Post your OS ?
did you check Oracle Services is started ?
go start - > run - > services.msc <<hit enter>> check OracleService<sid> is start /stop
where sid is your database instance name.

did you check Oracle Database is Open MOde ?
select status from v$instance;
