Hi,
There are 2 machines on which oracle client is installed.
Both the machines are in LAN & both have no firewall drops.
The strange problem here is one is able to connect to one particular server while the other gets Ora-12170 Connection time out error.
The listener.ora,tnsnames.ora & sqlnet.ora files are same.
Even SQLNET.SEND_TIMEOUT ,sqlnet.inbound_connect_timeout &
SQLNET.RECV_TIMEOUT are also set to high values.
Could someone explain what could be cause.

Have you tried with IP address instead of host name?

1)as a first step try PING the server with IP address
2)If it works , metion same IP address in tnsnames.ora and try
3)Make sure firewall is OFF on the target server
4)If possible go to firewal settings are enable all sqlplus connetions , mention port aswel ..

Regards
