It is described in Reports Builder's Help System (if you are talking about the SRW built-in package and its procedures/functions).

E.g Like : STD - Subscriber Trunk Dialing.

Oh, I see ... can't tell for sure, but I *believe* it stands for SQL Report Writer (by the name of the first versions of this tool).
