when i use emctl start dbconsole then the output is here

TZ set to Asia/Calcutta

How you identified that? Some one manually can do that or there may be scheduled task to shutdown and startup the database.

After that i login to database , then "Oracle shutdown in progress" message comes , after a few minutes i can login to database

May be someone issued shutdown while you logging to database.

sir , it is not possible because i am the only one person who knows Oracle , and also one question
when we use emctl start dbcomsole , why oracle moves to shutdown

Copy and paste the following query while log in into SQL*PLUS.

select open_mode from v$database;
host emctl start dbconsole
select open_mode from v$database;

Sir , one point is that it is not happening all time
now the output is

SQL> connect sys/admin as sysdba
Connected.
SQL> select open_mode from v$database;

OPEN_MODE
----------
READ WRITE

SQL> host emctl start dbconsole
TZ set to Asia/Calcutta
