I have changed the 07_dictionary_accessibility parameter to false however I am still able to login as follows

sqlplus /as sysdba

is there something I am missing?

07_dictionary_accessibility
It is not related to authentication method.

and this parameter is desupported.

"conn / as sysdba"

trun off NTS to NONE in sqlnet.ora file.
or
Remove OS user from ORA_DBA group.

setting 07_dictionary_accessibility to false prevent user having "ANY" privilege from accessing SYS objects.
For instance, those with "SELECT ANY TABLE" can't select SYS tables.
