Do the oracle services (start->run->"services.msc") have the startup-type automatic?

You can create a batch file which starts the database when the server restarts..

When you created service was it auto or manual?did you later change it from services.msc to auto?

ORADIM -EDIT -SID MYDB -STARTMODE AUTO.

In Registry

HKLM\SOFTWARE\ORACLE\KEY_<something>\ORA_<oracle_sid>_AUTOSTART => TRUE
