Why do you mean? The DBA is always the owner. If you want to check what users are created within the database, select from DBA_USERS.

I think you meant "schema" instead of "database".
In Oracle, a user account is also a schema, a schema is also a user account.
The owner of a schema is then the user with the same name as the schema.
