Is there a way to track changes in system parameters ( alter system ) ?

There are many ways; manual procedure by writing down, source code control system, automated DBMS_JOB, etc.

Thanks but I think you got me wrong. If somebody issues a "alter system" statement, how to know when and who issued the "alter system". Is there any type of trigger or any other way ? I'm a DBA and I wanna be notified when another dba issues an "alter system" to change a parameter.

I have neither the time nor inclination to spoonfeed you a solution.
If others want to do your job for you, that is their choice.
You claim to be a DBA, but seem uninformed WRT Oracle & unwilling to take a clue & develop your own solution.

Perhaps you should ask the other DBAs, who you want to monitor, if they can solve this challenge for you.

But alter is only for objects...
