why we can't offline a datafile in noarchive mode but we canoffline drop that datafile what is the reason can any explain me

"Offline drop" means you will never use the datafile so Oracle does not care you are in archive log or no archive log mode.
"Offline" needs archive log mode because you need to make a media recovery if you want to put it back online and this can be done only in archive log mode.

Beware that "offline drop" does not drop the file.
In 10g this clause was renamed to a more accurate "offline for drop".
