This is a violation of copyright and of your Oracle license.

As far as I understand one may quote copyrighted work (fair use only!) as long as the source is properly credited - Sections 106 and 106A of US copyright law | the fair use of a copyrighted work ... for purposes such as criticism, comment, news reporting, teaching, ... scholarship, or research, is not an infringement of copyright.

Also, I'm not aware of this being part of the Oracle license agreement.
Any other thoughts on this?

As far as I understand is the fact that people pay for it irrelevant. If I publish a novel, people will buy to read it. However, that doesn't prevent anyone from quoting a paragraph or two from the book for fair use. Quoting a substantial part if it, on the other hand, will land you in jail!

Difficult.
If you see the note as a publication (with which I agree), you would be allowed to make a summary, and tell people the soltution mentioned in it, as long as you do not copy it verbatim.
It is not prohibited to tell people what a book is about or what the plot is, is it?
Then again, it feels like it is against the idea of Metalink. Maybe not to the letter of the agreement, but against its intention..

Metalink term of use states it clearly:
