I have done everything according to oracle rac installation guide. I also found some articles on metalink about this event. I implemented the solutions from metalink articles and recheck all configurations but it doesn't help.

Thank you

1. Read and understand carefully how raw devices works in Linux.

2. Your OCR raw is not accesible and seems you just have only one.

3. Check your /etc/sysconfig/rawdevices.

[oracle@afrodita sysconfig]$ more rawdevices
# This file and interface are deprecated.
# Applications needing raw device access should open regular
# block devices with O_DIRECT.
# raw device bindings
# format: <rawdev> <major> <minor>
# <rawdev> <blockdev>
# example: /dev/raw/raw1 /dev/sda1
# /dev/raw/raw2 8 5
/dev/raw/raw5 /dev/sda5 # OCR
/dev/raw/raw6 /dev/sda6 # Voting 1
/dev/raw/raw7 /dev/sda7 # Voting 2
[oracle@afrodita sysconfig]$ pwd
/etc/sysconfig
[oracle@afrodita sysconfig]$

4. Remember, raw devices must be accesibles in RW mode in all the nodes, so verify owner, groups, etc. A workaround may be assign the disk group to the oracle user, where oracle user is the user used to install the products.
