Can we use DBCA or similiar type of tool with Oracle 10G Express edition?

Yes, you can use DBCA for database creation, deletion ,configure.

I was refering your article for creating database but I dont have DBCA installed on my PC.

Can you tell me from where I can get DBCA ?

No need DBCA.
Use SQL*Plus.
Usual procedures.
set new ORACLE_SID.
create a pfile. Startup nomount
use a create database script.

Can you tell me from where I can get DBCA ?
start >>> program >>> oracle_home >>>configuration and migration tools >>> DATABASE CONFIGURATION ASSISTANTS.

or just try like
start >>> run >>> dbca <<hit enter>>
