Not sure what this has to do with PL/SQL.
Not sure why this is requires an EXPERT to answer.
The solution is to make sure no spfile exists & use editor of choice to add appropriate parameter to initSID.ora file & restart DB.

If you are using 9i or above, you may want to use CREATE DIRECTORY instead of UTL_FILE_DIR parameter in initsid.ora
