Hello,
Would there be a situation possible where Oracle can decide to postpone a commit given by a user?
We have a problem where a user inserts some rows in a table, commits the inserts, but other users don't see the new rows. Only when the 1st user shuts down the application, the rows are visible to other users.
Maybe, when there is a heavy workload on the server, Oracle decides to postpone the commit?

Are you sure you actually commit to the database? Not post?
Could it be the Citrix layer you mentioned earlier?
I can't think of a reason why a commit would be 'postponed', since a commit does not do very much
