what are dynamic reports in oracle ,and how to genrate these reports.

I Thought,
Every Report which uses Oracle is Dnamic becoze for Static Report we can better use a word or any other writingpad like tool. These Reports are Dynamic b'coz its reflected the Acurate and Manipulated Values in the Reports every times Data Changed in Back-End...I could be wrong due to lake of prper expalnation or understanding.
