We have a stored procedure that is running nightly to process approximately 200,000 parent records with 1.2M child records. The procedure performs inserts and updates on only a couple of tables one of which would have a significant number of rows deleted and inserted - probably around 1 million. With the upgrade to 10g, that process has taken a huge performance hit. In my reading, I've come across information that says the gather_stats_job by default runs from 10 pm to 6 am. Would that job use significant resources that would cause the performance issue we are seeing in the stored procedure while it is running at the same time?

I wouldn't think so.
Try setting a statspack to run overnight. It's too long a time to do any detailed tuning, but it will let you know what else is running.
