am a beginner in using the oracle designer ,
i want to know how to use it ,when i open it with scott and tiger it said this user does not have an installed repository ,invoke the repository administrator utility.

so i opened the repository administrator utility with scott and tiger account,
when i press install a repository instance
it said users cant create puplic sysnonyms for the repository,do u want to continue i pressed yes.

at the next page when i press start it displayed the following error:
error u dont have select privilege on sys.v_$parameter view. this process cant proceed.

so i want to know the right way to instal it..

Read the installation guide that came with Designer. It lists all the necessary privileges.
