In Oracle 10gR2, is it free to use 'transparent data encryption' in enterprise edition? or it is bundled in 'advanced security option' which is an option which requires additional license cost?

Yes, you definitely need to license the Advanced Security option:

According to the Licensing Guide - "Oracle Advanced Security provides transparent data encryption of data stored in the database, ...".

Also, Transparent Data Encryption (TDE) is documented in "Oracle Database Advanced Security Administrator's Guide".
