We are developing a system, which requires a phonetic search capability on Vietnamese
language data. Is it possible, if so then how, to append/modify the phonetic rules for
SOUNDEX function in Oracle 10g to make it work with Vietnamese pronouncings?

Any help is appreciated.

I think you've got the wrong idea of 'SOUNDEX'. According to Wikipedia it is "is a phonetic algorithm for indexing names by their sound when pronounced in English". So by definition it is limited to the English language.

Perhaps you can write your own 'soundex' with a similar approach but for Vietnamese?
