I am a total noob to portal development, gray areas everywhere but there is a deadline and I can't escape from it either being a school project. It is required that it must be done in the portal environment.

I am required to develop a simple cms (just post, display content with simple file upload capabilities). Usually with PHP, etc, I'd just make some pages and scripts to communicate with the database - which is my current approach. But I am confused with many matters including passing parameters, accessing url, etc. So I am trying out putting PL/SQL code in the dynamic html portlet, but I feel this is a lousy way to get things gone and probably not what my supervisor is looking for.

Is there a better way to accomplish this? Or any general direction for me to look into?
