if i am observing 'buffer busy waits' in wait events how should i go about resolving ??

should i be
1) chainging storage parameters for that object (ie. freelist, extents etc.)
2) 'or' should i be putting the object in 'keep','recycle' pool
3) how to identify if candidate object to be in 'keep' or 'recycle' pool

before doing anything give a try doing sql tuning,it is mostly application problem. putting tables/indexs in lower size buffers is only a work around
