its requierd from me to do a project on cost management and i want any help from u or ideas such as where can i start from or how to make the ERD digram.

Use some proper Oracle package and do it. Atleast install it and then look for the options. Oracle 10g is not a single software with single functionaity. Its a product line, can call it an entire software package/set.
We don't know what type of cost management project, you are going to do.
