OEM is junk. It is really a bitch to make it work.
Just look at the number of people on this site alone, grasping for information about how to make it work.
If is worked great then we really would not need a topic on this site for it.
I can not get mine working either, after months of upgrades and support calls.
Just my opionion.

Somewhat Agreed. OEM is not-so friendly to install/configure/understand.
But we cannot generalize. It is a cool tool in an Enterprise environment(atleast used to be).
OP asked:

As AlexZeng stated this has to do with network.
OEMConsole/OMS server is not seeing the database. May be listener is down/not properly configured. May be tnsentries are wrong. May the intelligent agent is not running. It may be anything.
Edit:
Trimmed the posting.

Sorry if I sounded frustrated. It is just that... I am frustrated.
I plan to continue attacking this problem. If I get something to work I will post here.
Funny thing is, I got it to work on my XP box eaisly. I claim to be a Solaris guy but, hey, what ever works.

metalink has a complete run down on Io exception: The Network Adapter could not establish the connection
perhaps checking there would help?
