Be sure to check out Optimizing Oracle Performance by Millap and Holt. ISBN 059600527X.

I'd second the Millsap book.

I hear, but don't yet have it myself, that the oracle press oracle wait interfaces 10g is a good one.

Also Jonathan Lewis is about to come out with one all about the CBO which I would expect to be quite useful.

And I view the 10g performance tuning guide to be much better than any earlier version of that document.

The Tom Kyte books are good, Effective Oracle by Design has some good advice. I'm sure his new one does too.

Often you can find good technical papers that people present, primarily at conferences like oracle open world that just happened. Worth a look to download papers on various topics.
