Are you sure this user has sufficient privileges ,

I tried on my machine, see this

 SQL> create user newbie identified by newbie;

User created.

SQL> grant create session to newbie;

Grant succeeded.

SQL> conn newbie/newbie;
Connected.

SQL> alter session set sql_trace=true;
ERROR:
ORA-01031: insufficient privileges

SQL> show user
USER is "SYS"

SQL> grant connect,resource to newbie;

Grant succeeded.

SQL> conn newbie/newbie
Connected.

SQL> show user
USER is "NEWBIE"

SQL> alter session set sql_trace=true;

Session altered.

SQL> alter session set sql_trace=false;

Session altered.

not able to replicate your problem with sufficient privileges.

Thanks Tarun. Probably the user did not have resource privelege in my case.

Thanks,
