Have a look at http://www.orafaq.com/faq/Application_Server/HTTP_Server/ for the FAQ on running an application server.

Please confirm that you have installed AS on your PC and not DS.

Have a look at http://www.orafaq.com/forum/m/132165/67467/?srch=formsweb.cfg#msg_132165 and http://www.orafaq.com/forum/m/129869/67467/?srch=formsweb.cfg#msg_129869.

The 9iDS directory is like "D:\oracle\OraHomeDeveloper\forms90\server\" and I think the 9iAS directory is like "...\oracle\OraHomeDeveloper\Apache\server\" or "...\oracle\OraHomeDeveloper\Apache\server\config\".

Sorry I can't be more helpful.

Google 'formsweb.cfg' and see what you can find.
