For the Developer Server, in the directory you defined in the UI_ICON entry of the 9i home in your register.

I have stored all the .gif files in c:\images. I have added the path to UI_ICON registry variable. even after this i am not getting the icons on the push buttons during design as well as run time.

Only 10g Form builder can use gif files during the build process.
