Hi Frank,
I do have a "metalink" account as well as an "edelivery" account. However, I cannot find any patch set download links on these sites. I am looking for patch set 9.2.0.4 of Oracle database 9.2.0.1 for Windows (32 bit).
Any idea, where I can find it?

Login to MetaLink, look at the left and click on "Patches and updates"
Choose "Simple Search" Search by
"Product or Family"-> RDBMS Server ( will autocomplete ),
"Release" -> Oracle 9.2.0.4
"Patch type" -> "Patchset/Minipack"
"Platform or language" -> "Mircosoft Windows (32-bit)
To save you some time, I believe it's Patchset 3095277 (you can search by patch number). Better check before downloading (it's 256MB)
