Do you have the 'TMP' and 'TEMP' environment variables defined and are they pointing to an area to which your userid has write access? Is there any disk space available there?

Sorry ... no idea ... try google, OTN, and if you have access Metalink.

Have you just installed 9i forms? Did you have any errors during the install? Did you have anything else running while you were doing the install? If nothing works, then try uninstalling the software and starting again.

Uninstalling forms can be a bit 'touchy'. I normally do it by deleting the directory at the highest level and deleting the Oracle home from the register, then rebooting (from cold not restart) twice, then revisiting the register to make sure the 'backups' didn't restore anything, and then do the reinstall.
