Check the value of PATH variable on your system. You may need to aapend it and add path for bin directory in Oracle home to this variable.

To view contents of Path variable
On command prompt type PATH.
This will display all directory paths that have been appended to this PATH variable. This is a system variable used for defining environment.

or else:

Right click on "My Computer"
Select "Properties"
Select "Advanced"
Select "Environment Variables"
Check for Path variable under "System Variables"
Edit this variable and add the directory path for bin directory of oracle to this variable.

This will resolve the isue for you.

Have u rebooted or relogged-in (logged-out & logged-in) into your system after appending this value of path?
If no, pls do that and then check.

I think ur sqlplus problem has been resolved till now. So lets talk abt listener :

Go to services -->right click on listener-->properties and in General type choose startup type - AUTOMATIC.

And even it doesnt work after rebooting then u can delete this listener from Net manager and Add a new listener .

I think that would resolve ur problem.
