how we create the voice database, for automatic update or any telephonic interface.

Oracle has a product called Collaboration Suite that provides voice integration. For more info, see http://www.oracle.com/collabsuite/index.html

If you want to develop a solution yourself, you can store voice recordings in BLOB columns on the database.
