Oracle has pre-compilers which are used for specific programming languages (e.g.: C, Cobal). There is a Cobol pre-compiler.
I'll bet the Oracle documentation manual: "Pro*COBOL Precompiler Programmer’s Guide" (Version 8i) would have the information you need.
